Development Application (DA) - Disability Access Report

​Access Reports are often required by Local Sydney Councils along with various other supporting documents when a Development Application (DA) is submitted in keeping with the requirements of the Councils Development Control Plan (DCP).

​For instance Blacktown City Council have a total of 40 different Supporting Documents one of which is an Accessibility Report 
The types of Development requiring an Accessibility report as a supporting document when lodging a DA  Submission with Blacktown City Council are:
  • Medium-High Density Residential Developments.
  • Commercial & Industrial Developments.
Checklist Item 33 of the documents needed to be submitted as part of a DA is as follows:

33. Disabled Access – Two (2) hardcopies of Accessibility Report to demonstrate compliance with the provisions of the Building Code of Australia, Disability Discrimination Act 1992 and Council’s DCP for development in residential, commercial and industrial zones.

​Construction Certificate (CC)- Disability Access Report

 After a DA application has been approved a Construction Certificate (CC) is required issued by an accredited Certifier.
The CC stage plans contain a lot more detail and specifications than the approved Development Application plans.
This is to allow the builder to work directly from the CC issued drawings. The CC issued drawings must also be consistent with the development consent and
comply with the National Construction Code (NCC).
A more detailed review followed by final CC stage Access Report of the project is required from an Access Consultant.
Including recommendations and actions
necessary to meet the deem- to-satisfy compliance requirements before final Building approval is granted by the Certifying authority.
Complying Development Certificate (CDC) Access Report
A Complying development is a faster streamlined development approval process, while ensuring stringent planning and environmental requirements are met through a set of prescribed approval conditions.
Applications can be determined by a council or private certifier without the need for a full development application.
As a CDC must be issued by the certifying authority prior to building work commences,  the Access Report provided tor a CDC is structured in a similar way to a CC Access Report.

Occupation Certificate (OC)- Disability Access Report

 The Occupation Certificate (OC) authorises the occupation and use of a new building or New part of an existing building. The issue of the final OC is the last step in the formal DA and construction process after construction has been completed the PCA must be satisfied the design and construction is consistent with the development consent and complies with the National Construction Code (NCC) and Australian Standards.
An OC Access Report entails a post construction site audit inspection followed by a written report highlighting possible non-compliance issues found with recommendations and actions necessary to meet deem- to-satisfy compliance with the National Construction Code (NCC),Australian Standards and DDA.

State Environmental Planning Policy (Housing for Seniors or People with a Disability) 2004 Access Reports.

Seniors housing is residential accommodation that is or is intended to be used permanently for seniors or people with a disability.
Consisting of either a residential care facility, a hostel, a group of self-contained dwellings, or a combination of the above, but does not include a hospital.
An Access Report can be provided by Obvius Access for a Seniors housing development to comply with Seniors Housing Dwellings’ SEPP2004 and where applicable to comply with AS 4299:1995 and  AS1428.12009.
